MSP-PE evaluates the MSP Program in its entirety, considering it to be an R&D and not just education enterprise. Therefore, the evaluation will assess the MSP Program's impact as well as its contribution in advancing knowledge about math and science education.

MSP-PE consists of a series of substudies whose methodologies will include a variety of secondary analyses and original data collection.

MSP-PE is led by COSMOS Corporation with Robert K. Yin serving as Principal Investigator. Additional collaborating institutions include George Mason University, Brown University, and Vanderbilt University. The McKenzie Group is coordinating Advisory Board activities.
